Who needed whom: the arithmetic of 61

The seat allocation decides how many seats each list holds. It does not decide who can form a government — that takes 61. The power column counts in how many of the possible combinations the list is the difference between a majority and none: take it out, and the coalition falls below 61. It measures power, not size, and the two are not always the same.

The smallest coalitions that reach 61

A combination in which every partner is needed: take one out, and there is no majority. There are 742 of them in this election; these are the smallest.

What this arithmetic does not know

These are combinations that are possible arithmetically, not coalitions that are possible politically.

The arithmetic does not know who is willing to sit with whom, so it also counts combinations nobody would form — and you can see that in the table above. The gap between what the numbers allow and what politics allows is exactly what this arithmetic does not measure, and it is not presented here as if it did.

How the external envelopes voted

Votes cast outside the voter's locality — soldiers, prisoners, hospital staff, missions abroad — are counted last, and they do not vote like the country. On election night they are both the largest block of votes not yet counted and the one whose make-up differs most from the running count. Here ימינה got +3.21 points more in the envelopes than its national share, and יהדות התורה −2.37.

Lists that won less than one per cent nationally are not shown: a few dozen envelopes give them a dramatic difference that means nothing.
